The director-general of the institute, Demelash Gebremichael, said that a draft proclamation is underway to transform the ministry's design and operation. The draft proclamation requires the National Information and Security Service to be upgraded.




He also said the draft of the proclamation is part of the reform process to create independent information and security agency free from political, ethnic and religious asylum. Following an institutional reform, a ten-year strategic plan is set to set the standard for national intelligence and security within a decade.
